The UNFCCC entered into force
The United Nations Framework Convention on Climate Change entered into force on March 21, 1994. It is one of the most universally supported multilateral environmental agreements. The Convention on Climate Change sets an overall framework for intergovernmental efforts to tackle the challenge posed by climate change and the objective of the Convention is to achieve stabilization of greenhouse gas concentrations in the atmosphere. Under the framework a process called Conference of Parties (COP) was established. The purpose of the COPs was to negotiate responsibilities for action on climate change as part of the governance of the Framework.
