COP 1 held in Berlin

Parties to the convention started negotiating on what was later to become the Kyoto Protocol. The objective of COP 1 was that countries should take on legally binding commitments to reduce greenhouse gas emissions.

The Second Assessment Report of the Intergovernmental Panel on Climate Change was issued.
