COP 6 in The Hague
The 6th COP was held in The Hague, but the negotiations broke down as the parties to the Convention started worrying about the future of the Kyoto Protocol. Subsequently, President George Bush declared in the spring of 2001, that the US would not ratify the Kyoto Protocol.
